Japan is now at a turning point for its national security strategy, with the Cabinet approving a
reinterpretation1 of the Constitution to allow limited exercise of the right of
collective self-defense.
日本内阁决议案文本表示,集体自卫权的行使范围包括与日本有亲密关系的国家遭受了外敌的攻击(close allies under attack),事态危及日本国民的生命(a clear danger that the people's right to life, liberty and the pursuit of happiness could be subverted)和国家的存亡(a threat to the existence of the Japanese state),日本可以行使有必要的最小限度的武力(exercise force to the minimum degree necessary)。
renounce2 war as a sovereign right of the nation)、不维持武力(land, sea, and air forces, as well as other war potential, will never be maintained)、不拥有宣战权(the renunciation of the right to wage war)的和平主义(pacifism),明确禁止日本行使集体自卫权。
