China will conduct a nationwide audit1 of government land sales and related deals that may shed light on rent-seeking and corruption2, the Economic Observer newspaper reported on Saturday.

权力寻租就是rent-seeking，是指握有公权者以权力为筹码谋求获取自身经济利益的一种非生产性活动。据媒体披露，国家审计署将对2008年到2013年间发生的land requisition（土地征用）、land reserve（囤地）、land supply（供地）和land sales（土地买卖）所得资金进行严格的审查。
 
土地买卖是地方政府的一大收入来源，他们通常以knock-down prices（最低限价）从农民手中获得土地，然后再高价将土地卖出。2014年以来房产市场一直不景气，至少30个地区的地方政府已经relaxed home purchase restrictions3（松绑限购）。
