Beijing has announced its speeding up the construction of a "subsidiary administrative1 center". Li Shixiang, executive vice2 mayor of Beijing, says the "subsidiary administrative center" will be based in Tongzhou, a suburban3 district in the city's southeast.
日前，北京宣布将加快推进市“行政副中心”建设。北京常务副市长李士祥表示，北京东南部的通州将成为“行政副中心”。
 
“行政副中心”可以用subsidiary administrative center表示，subsidiary这里作形容词用，意为辅助的、附属的，如附属机构（subsidiary body）、附属法例（subsidiary legislation）、副业（subsidiary business）；subsidiary还可作名词，如上市子公司（listed subsidiary）。
 
中共北京市委10日—11日召开全体会议并强调，有序疏解北京非首都功能（non-capital functions），是京津冀协同发展的关键环节和重中之重。此举可以缓解北京的城市病（urban diseases），解决交通拥堵（traffic congestion4）、空气污染等问题。
 
此外，北京还将加快产业结构调整（industrial restructuring）、控制流动人口（mobile population），坚决守住各类功能禁止和限制底线，严格控制新增人口。
