In his speech, Xi stressed respecting cyber sovereignty, maintaining peace and security in cyberspace¹, and promoting open cooperation and good order.

习近平在讲话中强调，我们应尊重“网络主权”，维护网络空间的和平安全，促进开放合作，构建良好秩序。

 

在全球网络治理（Internet global governance）中，“网络主权”的概念极其重要。习近平表示：“我们应该尊重各国自主选择网络发展道路（paths of cyber development）、网络管理模式（cyber administration）、互联网公共政策（Internet public policy）和平等参与国际网络空间治理（international cyber space management）的权利，不搞网络霸权（Internet hegemony），不干涉他国内政（internal affairs），不从事、纵容或支持危害他国国家安全（undermining the national security of other countries）的网络活动（cyber activities）。”
