The State Council yesterday published a document on the regulation of the social security fund.

国务院28日发布了关于社会保障基金管理条例。

社会保障基金（social security fund），又称全国社会保障金，是国家社会保障储备基金，由全国社会保障基金理事会（National Council for Social Security Fund）管理运营，由中央财政预算拨款（central budget）、国有资本划转、基金投资收益和以国务院批准的其他方式筹集的资金构成，用于人口老龄化高峰时期的养老保险等社会保障支出的补充、调剂（supplement and regulate social security expenditure¹ including pensions）。

 

《全国社会保障基金条例》规定了社会保障基金运作和管理风险的预防和控制措施（stipulate² multiple risk prevention and control measures for the fund’s operation and management），并明确了基金的投资范围、内部控制制度（internal control systems）和基金的管理和运营。《条例》指出，全国社会保障基金采取市场化的投资方式，投资范围包括境内外的存款、股票、证券投资基金（security investment fund）等。
