　　Based on the deliberation report of the Law Committee of the National People's Congress， the Ninth Meeting of the Standing Committee of the Eighth National People's Congress has reviewed the proposal submitted by Zheng Yaotang and other 31 deputies of the National People's Congress which the Presidium of the Second Session of the Eighth National People's Congress delivered to the Law Committee for the deliberation.

　　The Meeting holds that the last Legislative² Council， Urban Council， Regional Council and District Board of the British Hong Kong should terminate on June 30， 1997. The electoral arrangements for the last Leg strative Council， Urban Council， Regional Council and District Board of the British Hong Kong unilaterally made by the British Government contravenes³ the Sino-British Joint⁴ Declaration and runs counter to the Basic Law of the Hong Kong Special Administrative⁵ Region of the People's Republic of China and the Decision of the National People's Congress on the Method for the Formation of the First Government and the First Legislative Council of the Hong Kong Special Adiministrave Region. The Meeting decides that the Preparatory Committee for the Hong Kong Special Administrative Region shall， in accordance with the Decision of the National People's Congress on the Method for the Formation of the First Government and the First Legislative Council of the Hong Kong Special Adiministrave Region， be responsible for preparing the establishment of the Hong Kong Special Administrative Region， prescribe the specific method for forming the first Legislative Council and organize and establish the first Legislative Council of the Hong Kong Special Administrative Region. The powers and function of the district organizations of the Hong Kong Special Administrative Region and the method for their formation shall， in accordance with the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China， be prescribed by law of the Hong Kong Special Administrative Region.
