　　With a view to ensuring smooth transition, handing and taking over political power successfully for Macao, in accordance with relevant provisions of the Basic Law of the Macao Special Administrative Region and relevant decisions of the National people's Congress, The Preparatory Committee for the Macao Special Administrative Region of the National People's Congress decide as follows:

　　The First Legislative² Council of the Macao Special Administrative Region shall perform work after producing all members of it before December 19, 1999; elect the President and Vice-Presidents of the Legislative Council by and form among the members of the Legislative Council; formulate³ rules of procedure of the Legislative Council ; deliberate necessary bill laws which shall be adopted when the Macao Special Administrative Region come into existence etc for ensuring the Macao Special Administrative Region to start operating successfully from December 20, 1999.
