Chinanews, Beijing, June 21 – Before China announced its new, adjusted export refund1 policy, there was already market speculation2 about such adjustment. Despite the possible anticipation3, many people still felt surprised about the large number of goods the new policy covers: 2,831 types of goods are affected4 by the new policy! The number accounts for 37% of the total number of goods included to be taxed under the China Customs’ category list. When explaining the fundamental change, an official from the Ministry5 of Finance said directly that the change was made in order to “reduce the large trade surplus”, the China Securities Journal reported.

 

However, the new measure might have even deeper functions than it appears to be. In addition to the trade surplus reduction, China might take this opportunity to change its export-oriented economic growth mode.

 

Since the beginning of this year, Chinese economy has been moving on steadily6. However, problems still exist. Trade surplus is huge. Investment growth is high and there is the excessive liquidity7 problem. As trade surplus further increases, China is likely to face more trade frictions9. At the same time, excessive liquidity will become an even more serious problem at home and Renminbi will face more pressure in appreciation10.

 

The adjustment in the export refund policy is only one part of a series of policies that China will take to curb11 the fast increase of export trade and to alleviate12 the conflicts brought by such surging export, the official said.

 

The new measure is in compliance13 with China’s endeavor to make economic progress based on a scientific development mode. It will improve the structure of export goods by limiting the export of high energy-consumption, high-polluting, and high resource-consumption goods. It will help transform the export growth mode and balance the export volume so as to reduce trade friction8. The new measure will help transform economic growth mode and boost the sustainable development of the national economy.
