China reduces export refund in order to control export

Chinanews, Beijing, June 28 – China has recently reduced the export refund1 with the aim of controlling export, not of increasing the national fiscal2 revenue. Whether China will adjust the export refund policy again in future will depend on whether such policy has achieved the desired result. It will also depend on the recent export activities. So far, we can't give a definite answer, said Wang Xiaohua, deputy director of the Tax Policy Department under the Ministry3 of Finance on Wednesday.

 

The reduction of the export refund is meant to reduce trade surplus. It has nothing to do with increasing the national fiscal revenue. Last year, China’s national fiscal revenue reached 3.9 trillion yuan. This year, the national fiscal revenue has also been on the rise. That's why China has reduced the export refund, Wang said.

 

Starting from July 1, China will adjust the export refund of some goods. The policy will involve 2,831 types of goods, accounting4 for 37% of the goods covered by Customs tax.

 

The export refunds5 for 553 goods will be cancelled. Most of these goods are high energy-consumption, high-polluting, and high resource-consumption goods, many of them being mineral products or fertilizers.

 

Starting from next month, the export refunds of 2,268 goods will be reduced. Most of these are goods presumably that will easily cause trade friction6, including clothes, hats, shoes, suitcases, toys, some stone materials and their products, porcelains7, some iron and steel products, motorcycles, mechanical goods with low values, furniture, and fiber8 products.

 

In addition, ten types of goods will have tax rebate9 instead of tax refund, including peanuts, oil paintings, carved boards, stamps and stamp duty receipts.
