The pre-stage work related with the construction of the base has basically been completed. Experts have also finished their assessment3 report on the use of land in coastal4 areas and the possible effects that the construction might bring to ocean environment. The assessment report has been submitted to the State Oceanic Administration for approval, said Hu Wangming, vice5 general manager of Wuhan Iron and Steel Corp.
At present, the production capacity of steel companies built in the coastal areas accounts for 6.4% of the nation's total steel production capacity. When the new base is put to use, it can raise the percentage to 8%. Since the new production base will be located near a coastal region and by a deepwater port, it can take advantage of its favorable geographical6 location by importing mineral resources and ore reserves from abroad, especially from Southeast Asian countries, thus optimizing7 China's steel industry structure, said Hu.
The Fangcheng Iron and Steel Base can alleviate8 the steel production shortage problem in southwest and south China regions. According to Yan Kaiyong, head of the Equipment Management Department at Wuhan Iron and Steel Corp., by 2010 the demand for rolled steel will reach 62.80 million tons a year in Guangxi, Sichuan, Chongqing, Yunnan and Guizhou. However, currently, the steel production in southwest region is less than 26 million tons a year, or less than 60% of the local demand for rolled steel at present.
By building the Fangcheng Iron and Steel Base, China can effectively explore the market both at home and abroad. More importantly, the base can strengthen China's relationship with ASEAN countries. By 2010, rolled steel consumption of ASEAN countries will reach 64 million tons, while at present, the steel-making capacity in ASEAN countries only amounts to 18 million tons a year, and their steel-rolling capacity only amounts to 30 million tons, Yan said.
At the end of 2005, Wuhan Iron and Steel Corporation signed an agreement with the Guangxi State Assets Supervision9 Commission on jointly11 setting up the Wugang-Liugang Joint10 Co., Ltd.
