In July this year, the Ministry3 of Public Security announced that at present, labor exploitation and pornographic service have replaced traditional abduction to become the main goal for abduction cases.
According to a report issued by International Labour Organization , in 2005 about 2.45 million people were forced to provide labor services, with 60% of them in Asia, mostly being women and children. The women were forced to provide pornographic service and the children were forced to beg for money or steal money. In some rural regions, male farmers were sold by intermediate agencies to illegal companies to provide labor service. The illegal brick kilns4 in Shanxi Province was a case in point.
Abduction is always connected with population flow. According to statistics issued by the Ministry of Labor and Social Security, in China 60% of the population flow among different provinces and in a province occurs through illegal channels. This has created favorable conditions for labor abduction. Many farmers, especially women farmers, are easily cheated by traffickers when they go to cities to look for a job.
The key way to fight against labor abduction is to curb5 it at its sources, which include both labor exporting and labor importing regions. China has selected two provinces, Guangdong and Jiangsu, for the trial work. In China, both Guangdong and Jiangsu are the major provinces where a large number of rural labor flows in. In Guangdong, about 20 million rural workers flow into the province every year. In Jiangsu, the number comes to 12 million. In Jiangsu, about 50.1% of the population in the province are people from other regions. At present, both Guangdong and Jiangsu have created a labor linkage6 system that connects the two provinces with the major labor exporting provinces with regard to labor information. By establishing the system, it is hoped that the flowing population can find a job through legal channels and abduction can be prevented.
In order to fight against labor abduction, it is also important to raise the legal awareness7 of laborers8 in addition to improving the labor market. Meanwhile, the state needs to publish more regulations in this aspect, experts say.
