Most residents in Tibet are of ethnic minority origins. In 1954, at the beginning of the democratic reform of Tibet regional government, there were only 2,767 ethnic minority officials in Tibet, taking up 30% of the total number. In 1965, when the Tibet Autonomous Region was founded, the number of Tibetan officials broke 16,000, including 1,000-odd high officials, most of whom used to be slaves or serfs.
After 2000, more than 280 ethnic miority public servants have become county-section level officials. 2,386 of the 3,310 new public servants this year are of ethic minority background, too.
