Chinese TV makers react against US high patent fees

Chinanews, Beijing, Jan. 16 – Starting from March 1, it is required that television sets made in China should be all digital TV sets when they are exported to the US market, and TV sets which are 13 inches or larger in size should meet the technical standards made by the Advanced Television Systems Committee (ATSC) in the US. As a result of these requirements, Chinese TV makers1 will have to pay high patent fees for their TV export. The high charges will exceed what Chinese TV makers can afford to pay and will severely2 affect their business in the US market.

 

In response to the patent fees, a company that deals with the patent fee issue will be set up by the end of this month. In February, the company will start to negotiate with related foreign patentees on the patent issue and try to lower the high patent fees.

 

In its report on US color TV patent fees release and distribution, the China Chamber3 of Commerce for Import and Export of Machinery4 and Electronic Products says that five major patentees in ATSC, who made the technical standards for US digital TVs, including TriVision, Sony, Thomson and FUNAI, will charge more than 10 US dollars for each TV set exported to the US market. The patent fees on the list received by Chinese TV manufacturers are as high as 23 US dollars.

 

Dai Dejian, head of the Intellectual Property Rights section in Changhong TV Manufacturing Company, said that at present, it is still unclear how much money should be charged as patent fees in the production of every digital TV. However, one thing that is certain is that the current patent fees are too high for Chinese TV makers, who can only make less than 10 US dollars of profit from every TV set they export.

 

Considering the current high patent fees, some domestic TV manufacturers right now cannot make up their minds whether they should accept any orders from US, while other TV manufacturers, which export only a small portion of their products to the US market, choose to cancel the US orders.

 

On a previous occasion, Shi Wanwen, vice5 general manager of TCL Electronic Company, said that by establishing a company to deal with the issue, 13 Chinese TV makers hope that they can unite to negotiate with foreign patentees in order to bring down charges so that domestic TV makers can better survive the digital color TV business.
