Online Blue Army 网络蓝军

The development of China's "Online Blue Army" unit is for improving the defense¹ capabilities² of the People's Liberation Army (PLA), a Chinese Defense Ministry³ spokesman said on Wednesday.

国防部一位发言人上周三表示，组建“网络蓝军”是为了提高解放军的国防能力。

文中的Online Blue Army就是“网络蓝军”。Blue Army（蓝军）是国际军事管理的一个术语，也就是我们常说的“红蓝军对抗”，其中“蓝军”主要扮演对手，通过“蓝军”逼真模拟对手的军事实力和战术战法，达到真实训练部队的目的。而Online Blue Army（网络蓝军）顾名思义就是打造基于西方网络实力的“网络军队”，以此来训练中国的“网络红军”。

Online Blue Army既不是成建制的Internet squad（网络部队），也不是hacker（黑客），设立的目的是为了维护本国的Internet security（网络安全），而不是对外发动cyber warfare（网络战争）或者Internet attack（网络攻击）。
