hit the brakes 高铁“刹车”

China's railway system, after increasing the speeds of trains six times since 1997 and opening more high-speed rail lines in recent years, has hit the brakes.

自1997年以来铁路6次提速，并开启多条高速铁路线路后，中国铁路系统开始刹车了。

报道中的hit the brakes即“刹车”，另一种说法是put the brakes on。其实刹车只是一种比喻的说法，其真正的意思是说要对部分线路进行slow down（减速），以使铁路官员有时间accumulate safety management experience（积累安全管理经验）。在新颁布的railway schedule（铁路运行图）中，部分intercity railway（城际铁路）降速，另外还有54对bullet train（动车）被召回进行全面safety check（安全检查）。

China's Ministry¹ of Railways（铁道部）近日的一系列动作都源于于7月23晚的甬温线动车相撞事故。当晚，D301次列车与D3115次列车在温州境内发生rear-end collision（追尾相撞），造成train derailment（列车脱轨）。据官方公布显示，这次事故的death toll（死亡人数）为40人，受伤人数为192人。全国人民要求铁道部吸取教训，place priority² on safety（把安全放在首位）。
