文中的floor vote就是指就某项法案在参议院会场投票表决，也称为“全院表决”，或者“院会投票”，floor在这指的是full assembly（整个参议院，全体议员）。Floor还可以用来指议会的议员席；会议上的发言权，比如：He asked the chairman for the floor. （他要求主席允许他发言。）类似的说法还有floor debate（会场辩论）、take the floor（在会议上发言；参加讨论）。
