tribute projects 献礼工程

These so-called tribute projects are intended to show the outside world what the particular region, or country in general, are capable of achieving. They have also been publicity¹ ornaments² used by local officials to boost their standing³.

建设这些所谓的“献礼工程”是为了向外界展示某个地区或整个国家所能取得的成就。一些地方官员还利用这些宣传彩头来谋求职位升迁。

上文报道中的tribute project就是“献礼工程”，也可以用gift project来表达。每到重要的日子，总有一些工程会举行groundbreaking ceremony（破土仪式）或是completion ceremony（竣工典礼）。按理说这种献礼工程应该能stand the test of time（经得住时间的考验），可事实是，因为rushed deadlines（赶工期）或是腐败等原因导致的compromised standards（降低标准），这种工程往往建筑质量低劣。

最近曝光最多的献礼工程莫过于Beijing-Shanghai high-speed railway（京沪高铁）和Qingdao Jiaozhou Bay Bridge（胶州湾跨海大桥），这两个工程都是建党90周年的献礼工程，结果京沪高铁在提前竣工后就发生了重大事故，胶州湾跨海大桥也是问题多多，连safety barriers（防护栏）都没有建设完全。这种image project（形象工程）不仅是资金人力的浪费，更是对人民生命安全的威胁。
