naked officials 裸官

Government officials whose spouses¹ have moved overseas will not be promoted, according to a regulation released by the Organization Department of the Communist Party of China Central Committee, the Party's top personnel agency.

 

中共中央组织部发布的条例规定，配偶移居国外的政府官员不得提拔。

 

配偶及子女移居海外的政府官员被称为“裸官”（naked officials），新发布的《干部任用条例》规定此类官员不得提拔，另外还规定，有跑官、拉票行为的官员（those who lobby for higher positions）也不得提拔。

 

条例还规定，因问责被免职的党政领导干部，一年内不安排职务（Officials who have been dismissed from their posts for dereliction of duty cannot be nominated for any new posts within one year），两年内不得担任高于原任职务层次的职务（they are ineligible² for any post higher than their previous rank for two years）。

 

跟“裸”有关的说法，近几年出现了很多，比如，裸婚（naked wedding），即无房无车无钻戒结婚；裸捐（to donate one’s entire fortune to charity after his death）；裸辞（naked resignation），即没有找好下家就辞职，等等。
