国家发展改革委等28个部门印发《加快培育新型消费实施方案》，提出24项举措进一步培育新型消费、促进线上线下消费。方案指出，支持新型消费发展，对保障居民日常生活需要、全面促进消费、培育完整内需体系和构建“双循环”新发展格局具有重要意义。

China outlined 24 measures to further cultivate new types of consumption and promote the growth of both online and offline consumption, according to a document jointly¹ released by the National Development and Reform Commission and 27 other departments. According to the document, the measures will help meet residents' daily needs, fully² spur consumption, foster a complete system for domestic demand and are of great importance to build the new dual-circulation development pattern.

 

要建立起扩大内需的有效制度，释放内需潜力，扩大居民消费，使建设超大规模的国内市场成为一个可持续的历史过程。

We should set up an effective system to boost domestic demand, unleash³ the potential of domestic demand and encourage consumer spending, thus making the formation of a super-sized domestic market a sustainable course of history.
