Article 91 The Hong Kong Special Administrative1 Region shall maintain the previous system of appointment and removal of members of the judiciary other than judges.

Article 93 Judges and other members of the judiciary serving in Hong Kong before the establishment of the Hong Kong Special Administrative Region may all remain in employment and retain their seniority with pay, allowances, benefits and conditions of service no less favourable4 than before.
 
对退休或符合规定离职的法官和其他司法人员,包括香港特别行政区成立前已退休或离职者,不论其所属国籍或居住地点,香港特别行政区政府按不低于原来的标准,向他们或其家属支付应得的退休金、酬金、津贴和福利费。
 
The Government of the Hong Kong Special Administrative Region shall pay to judges and other members of the judiciary who retire or leave the service in compliance5 with regulations, including those who have retired6 or left the service before the establishment of the Hong Kong Special Administrative Region, or to their dependants7, all pensions, gratuities8, allowances and benefits due to them on terms no less favourable than before, irrespective of their nationality or place of residence.

Article 94 On the basis of the system previously9 operating in Hong Kong, the Government of the Hong Kong Special Administrative Region may make provisions for local lawyers and lawyers from outside Hong Kong to work and practise in the Region.

Article 97 District organizations which are not organs of political power may be established in the Hong Kong Special Administrative Region, to be consulted by the government of the Region on district administration and other affairs, or to be responsible for providing services in such fields as culture, recreation and environmental sanitation12.

第九十九条 在香港特别行政区政府各部门任职的公务人员必须是香港特别行政区永久性居民。本法第一百零一条对外籍公务人员另有规定者或法律规定某一职级以下者不在此限。
 
Article 99 Public servants serving in all government departments of the Hong Kong Special Administrative Region must be permanent residents of the Region, except where otherwise provided for in Article 101 of this Law regarding public servants of foreign nationalities and except for those below a certain rank as prescribed by law.
 
公务人员必须尽忠职守,对香港特别行政区政府负责。
 
Public servants must be dedicated13 to their duties and be responsible to the Government of the Hong Kong Special Administrative Region.
