One of the things that the examiner is looking for is your ability to write sentences that are constructed in different ways with different patterns; for example, in terms of tense, word order, active/passive.  If you can do this, then your IELTS writing level will be higher. A good exercise to try out is re-writing your sentences in different ways.
For example:
Original sentence: The local government has made a number of noticeable changes to the layout of the roads.
Re-written sentence: The layout of the roads has been changed noticeably by the local government
